When you use succeed in that way, it doesn't really mean surpass. It only means that he will take over where the other guy left.

I just couldn't resist to tell you succed can mean more than just "do well at something"

it means to accomplish something.

Actualy it means both :

succeed
verb
be the successor (of)
"Will Charles succeed to the throne?"

AND

verb
attain success or reach a desired goal
"We succeeded in getting tickets to the show"
