Well they were Clan leaders ( still are just acknowledged as rogue by Lukedonia )so they probably know who Rai is, Zarga's face kinda made that obvious.
The werewolf probably doesn't know because even amongst the nobles, only few knew of him and his true entity ( he lived alone and was derping in his castle most of the time kind hard to know him ). She only vaguely knew of Frakenstein through legends that were told by humanity through the ages.
Unless Urokai, Zarga or Roctis or any other Noble leaders that betrayed Lukedonia divulged information to members of the Unions there's no way other members of the Union would know of Rai.
The next few chapters will be key in assessing just how strong the 5th 6th and 7th are compared to Rai. I also wonder just how much he regened in that coffin for just a few days.
