All the resurrected Shinobi's have that characteristic in their eyes.
Naruto thought that it was Tobi and said "you finaly showed your face" or what not, then Oonoki pointed out that he's not the Madara behind the mask(Tobi) because he's got the eye like the others (resurrected).

oh nvm i remembered it wrong.. it was gaara that pointed out the eye thing

Now that Madara Uchiha has been resurrected, the question of the identity of Tobi has risen once again. The first logical candidate is Obito Uchiha, a member of Kakashi's former team. However, it is explained that boulders killed him during the Third Ninja war. As the source of Kakashi's left eye, Obito would probably not be the man behind the mask of Tobi as he never had any connection to wanting to destroy the ninja world. Some believe that Orochimaru originally discovered that Tobi was Obito because he was a body in which he could transfer Madaras mind into. Since Madara was old and possibly weak from his battle with the first Hokage, this might make sense. However, a body transferring jutsu needs a LIVE body, something that Obito is not. In addition, Obito was given a "sense of closure" in his role in the story as he explained that he had wished to spend more time with Kakashi and Rin. A second candidate is Izuna Uchiha. He was the brother of Madara Uchiha and the only member of the Uchiha clan who could match him. I do not believe it to be him as it is explained that Madara took his eyes and was eventually killed by this. Itachi did believe that Madara stole his eyes but this is besides the point. Izuna is somewhat of a minor character and is used for background of Madara. I do not think the creator would bring him back as the new "Madara." Another candidate is the sage of the six paths. After all, he is the original owner of the Rinnegan and would fit Tobi's conversation that he wanted to "claim what was rightfully his" from Nagato. However, it is explained after separating the tailed beasts that he was going to die. As Tobi tells it, the sage decided that the youngest brother was more fit to take his place rather than the younger brother. I think this adds to the reason why it wouldn't be the sage as he shouldn't be alive after he announced his successor. Probably the most obvious reason why it would not be him is that he would be extremely old.

I believe the most likely is a second Madara Uchiha. One of the main clues is Kisame. He is one of the only people who has seen Tobi without his mask. At both times, he explains that it is indeed Madara. Despite his body being resurrected by Kabuto, there is still a large connection between the two. After all, there are only a few who own the Sharingan. Madara is a logical candidate as the controller for the Rinnegan. He is a very intelligent individual and knows vast information about the Ninja World. He is the mastermind behind the Nine-Tails attack on the Leaf Village and had many reasons why he wished to do so. This all relates to Madara (and his intentions). Although I can not explain the reason how there would be two Madaras, we are left with some clues from the revived Madara. It is explained that he knows Nagato, something that he shouldn't know unless he was alive just a short time ago. It is inferred that he believed that he was resurrected by Nagato's Heavenly Life Technique. This means that there must be a connection between Tobi and this new Madara. Finally, Tobi explains that his goal is to "have a complete body." Although this means that the other part he wants to add is the Ten-Tailed Beast, the author might be including an alter meaning that there are two of him.

With that, I leave you with your predictions. We will just have to wait and see.

Yeah probably. Oh, I also thought of something else regarding Obito being Tobi.

Alright, so we've seen people like Kakashi and Danzo who have the Sharingan implanted in their eyes have no choice but to have it activated at all times. We know that Obito forfeited his left Sharingan to Kakashi, and Tobi's mask before the Rinnegan only exposed the right eye. My roommate and I started talking and got to wondering; what happens when an Uchiha implants someone else's Sharingan in their eye to replace one that they've lost? Would they have to cover it up because it's always active? Or, would they be able to deactivate it? If it's the former, perhaps Tobi's original mask served the purpose of covering an implanted Sharingan so he didn't lose energy, like Kakashi's headband did for him. Tobi said that he collected good pairs of eyes over the years and we've seen him use Izanagi to save his ass against Konan while still retaining his right Sharingan. There's no reason to believe that he didn't have 2 Sharingans. To sum up, a hypothesis we developed was that if Obito is Tobi then he may have to cover his implanted Sharingan, which is what his original mask may have done for him. Not saying that I strongly support this theory, but it's something to think about.

kakashi can't keep the sharingan on at all times because he's not originally an uchiha, meaning he spends more chakra to keep it up than a normal uchiha clansmen...i forgot which chapter they explained this. danzo can't keep his up because he uses too many

There is no proof that he's alive either.
