The only support I could add with the 2nd Hokage is that his name is Tobirama and that he's a master of space-time ninjutsu.
BUT
He was also the inventor of Impure Worl Resurrection.So it can't be him. because Tobi didn't know how the technique works.
UNLESS.
Since he labelled it a kinjutsu(forbiden) he never perfected it. So maybe, just maybe, he wanted to see the perfect/mastered Impure World Resurrection.
BUT THEN AGAIN!
Oro got his body and resurrected him and was sealed in the Dead Demon Consuming Seal by the Third Hokage.
