Ok bare with me here, but have you guys considered that Tobi has everyone under a genjutsu right now? lol. Think about his moons eye plan, to put everyone in the world under his control, well what if the zetsus are some sort of key to a new genjutsu that he has used to at the very least, alter everyones perception of him.
I'm not really sure who he actually is, my best guess is the sage of the six paths, or a direct descendent, or shisui, etc, but it could be almost anyone if you consider the genjutsua theory =p I don't even know why it has to be an uchiha, theres a lot of "new developments" about how the sharingans work etc, and he even has the rinnegan now. Who is to say he isn't like Kakashi, some guy that took these eyes and gained power. I think it's more likely he is a senju / uzumaki / etc trying to gain the eyes + body at the same time to become the embodiment of the sage again.
