I don't think that's the same as the fusion Trunks and Goten do. Unlike Gotenks the two fusions that Piccolo went through was kind of permanent. Technically he is no longer Piccolo but actually a fused version of Nail and Kami as well. In the Cell Games saga he stated that he was no longer Piccolo but would still use the name to avoid confusion. Plus Piccolo was the host body. Piccolo's version of fusion was more like merging their souls instead of their bodies.
