I think the creator bit off more than he could chew by putting in so many characters and events going on at once with this war. It's pretty much impossible to put any depth into anything specific when he has to address everything at once. The Itachi subplot was good at least.
You bring up a good point, and I think this is more reason why I think we're coming upon the end of the series. They probably don't see reason to elaborate on any side stories at this point. Dunno whether that's been confirmed or denied for sure, but I haven't heard anything. After Madara, Sasuke, and Kabuto gone what other main villain will there be to fight? I don't predict Kabuto living... the whole Orochimaru never dying thing is extremely drawn out and lame at this point. If the author was smart he'd kill him soon enough. There's a lot more happening than his whole "get Sasuke's eyes" crap. Although, if they did put more depth to it then I'm pretty sure it would get really old really fast. I mean, we've got a lot to look forward to here: Kabuto's summon that convinced Madara to work with him, Naruto vs Sasuke, Madara going down, Itachi going to stop the edo tensei etc. If they spent 10 issues on Team 10's fight with Asuma or something I'd be pretty pissed.
Of all the fights they cut super short though, they pick the one with Kakashi about to go on a rampage...what the hell
