To say that there is a best and worse hokage in the first place is complete speculation yadayada. If your talking strongest, we don't know there strengths. If were talking about accomplishment, then its opinion
to simply say there is a best and worse and assume it as fact is stupid.
But in my very own opinion. I believe that most hokages would give each other a run for their money and that there levels of strength are not to far apart. I believe that the 3rd in his prime was better then all the others. followed shortly by the 1st then 2nd. BUT the 4th had not even reached his prime. He was a young man and had much more to learn.. that on its own puts him in a place close to the other kages.

As for Orochi and Jiraiya. I believe that Jiraiya > orochi when he died. But for most of their life orochi > jiraiya

oro is a snake he can prob dodge that ez with his regurgitating of himself all the time

na orochimaru way better since it was just that his current body was old and made him sick
you saw him when he took on naruto without even trying too much
once he got a new body he would be strong again

3rd being best (no need for explanation he already is)
1st second obviously (slammed madara in a hard fight, senju's best)
4th third (found madaras flaws ez
then 2nd last ( got pwned by the two ninetails guys w/e their names were)

4th > 3rd > 1st > 2nd > 5th for me. For the record, Jiraiya didn't necessarily fight Naruto. He got hit once. He didn't try to hurt Naruto at all...

Jiraiya > Oro. I think Sage Mode would be too much for Oro to handle.
