Iruka said he was said to be. That means even in the Naruto world there could be some debate about it. Jiraiya also said that Minato was one of the greatest ninjas who ever lived. So, who knows. As far as accomplishments goes, Hashirama completely stomps the shit out of everyone.

The problem with this whole thing is Ninja's have different techniques and abilities. There is no way of knowing for sure who is the strongest, you can guess based off their fights past and present. Im sorry orochimaru was the thirds only real opponent and he's not that strong.. No way he could beat madara and the nine tails... Not possible...

One more time? Hashirama defeated the nine tails and madara and he did it Without dying. Without sealing himself away. Did the 3rd or the 4th do that? No.
