I believe that the Raikages are smart because to be honest, you can't be a kage if you're not smart, but the lightning armor doesn't make them smarter? Or did I miss something?
brain runs on electricity via an almost uncountable network of nerves, electricity aura makes all this process faster meaning they move faster think faster and react faster
it doesnt make them more intelligent just able to process situations faster to react , the process information there 5 senses are gathering faster be it sight smell feel hear taste .
