I agree that it makes you move faster, but thr it makes you think faster? I think it comes down to every individual.
I believe that the Raikages are smart because to be honest, you can't be a kage if you're not smart, but the lightning armor doesn't make them smarter? Or did I miss something?

I think he will be the next hermit and become a living legend or die.

I think Naruto still has some growing to do, but he's definitely shown his brains in battle. He's always able to come up with good strategies to surprise his opponents. See: Pain, Kakuzu, and Raikage.
