imo the element balance is fine, it all depends on the level of the shinobi. if a genin uses a water jutsu vs a sanin using a fire jutsu, the fire jutsu would win simply b/c of the difference in strength between the 2 shinobi. think of it like pokemon lol.

i know from the start naruto cannot one shot an epic badass like the raikage

when kakuza used his fire element + wind element thingy to make a giant flamethrower, then kakashi used a water style jutsu
he even said after, the opposite element is not strong enough to stop that force.

im just applying that concept to the shield + rasenshuriken

im not saying he could, i was just trying to shed some light on the element thing

Naruto is probably gonna 1 shot his ass in this upcoming chapter for a few reasons.

1. He's preparing to use the thing that was able to scar the Raikage.
2. These fights don't usually last more than 2 chapters (even Nagato + Itachi was highly short-lived compared to what it could have been).
3. There's too many other things going on. (Sasuke woke up, Kabuto is using his trump card, and we still haven't seen Madara's Six Paths in action)
