the shuriken was a bad matchup since its a million of small attacks who would normally do massive damage if a person has a weakness in his armor
but the raikage his armor/skin whatever he used is to strong and has no weakness where the shuriken could do damage so the shuriken just nudged him 1 million time doing no actually damage besides a headache from falling down

a regular rasengan, or even that rasengan planet would probly do more damage than the rasenshuriken

Also, is Raikage slowly counting down fingers? Cos he went from 4 to 3, and i can see at the end him having one finger out, and poking someone with such velocity they fly halfway across Konoha

Either that or at the end he closes his hand to make a fist, then starts punching, that would be epic
