I wouldn't say Kurenai isn't smart, just because you didn't see her with any strategic fights doesn't mean she's not smart.

You are right shikimaru doesnt do genjutsu. He does the signature technique passed on by his family. He has the intelligence do use genjutsu that doesnt mean he will choose that as his fighting style. Besides can you name a ninja at that age other then sasuke who uses genjutsu? narutowiki says genjutsu is not used by Most ninja because it does not cause physical harm to an opponent and is hard to preform. It has to be done perfectly or it doesnt work.

As far as genjutsu users go Itachi is the best. He is rivaled by kurenai but he is the greatest genjutsu user still alive currently. Maybe sasuke has surpassed him or maybe madara has some kind of ability not yet seen. Who knows. The point is. Those who use it are brilliant. sasuke madara itachi kurenai Danzō Shimura. There is that one girl who did genjutsu but couldnt control it. There have been OP filler/movie ninja with genjutsu but as we all know that usually has nothing to do with the manga or anime. Anyone who is a constant character either doesnt do it or does it poorly.

ps: being smart does help you with genjutsu since you'll understand the jutsu faster and understand how to control it and advance to a higher level at a faster rate
shisui and itachi were both smart and they are by far the best genjutsu users(not sure if danzo learned it or could just do it becuase of sharingan)

I think it is safe to assume he has to learn it.
it's different with Byakugan wherer you can just activate it and be able to use the General purpose of it, being able to see chakra flow.
with sarignan, there are alot of abilities that comes with the eye, and you have to train/activate some of them.

then again it is also safe to assume that he got it because the eye was already trained on it.
