no, he just hasn't used his sharingan as much, and if he did it wasn't to a huge extent because he knows that itachi's eye sight was slowly going away assuming that his MS was slowly going away also.
i dont think he has any bit of ems. but you never know considering the sharingan on kakashi's eye is still a mystery despite us knowing almost everything about sasukes

kakashi didnt have access to all those records and scripts that contained all the details about the sharingan and how it works

sasuke on the other hand.....

i mean, i assume since kakashi used his MS before that even if it was only alittle, his eye sight went away alittle.
