That's more then a trump card. Thats OP homie. If it were the sage of the six paths then its game over. Remember now, The sage created the moon, Ninjutsu, and Ripped apart the ten tailed beast. Said to be the master of every blood limit and all things deadly. Also. Madara has been alive a lot longer then Kabuto. If it were possible to bring the sage back (knowing the sage is stronger then all the tailed beasts combined) I think he would have done it.

Oro could of found the body and passed the knowledge to Kabuto.
remember Oro have been looking for artifacts ei: the Sword of Totsuka
so he could also be looking for other stuffs to make himself immortal

and yes.. that would be OP, it will probably take sll tailed beasts and every clan that is still alive to fight him

Idk man. If kabuto had the sage I think he would have used it. Look how easy naruto defeats the resurrections. Hes Just the 9 tails. He could have used the sage to kill madara and capture sasuke right away. Sage> all ninja's ever. Plus it was implied whatever his trump card is has something to do with madara's true identity or abilities.

honestly, the sage theory is not bad, its just very unlikely. in the myth he said he used his last energies, for all we know he turned into dust, maybe some of his DNA was in the tailed beasts, you never know.
