don't really get why Dragon lurks around Luffy but ultimately obviously decided not to raise him for what ever reason.

doesnt want his son involved in the revolutionaries because of how dangerous it would be for the government to know that he has a son.
he stays close to watch over and make sure he is ok

well i kinda think the goverment knows its dragons son.. since Grap surely has told them dragon is his kid..

i think its just most of the common people/marines that dont know.

i wonder who was luffy's mom 0.o

maybe it's the chick who was talking to dragon in the last panel of the chapter
