Shisui had no idea how to do Izangi, he had no Senju DNA to do it
Also, Tobi does have EMS, because he took his brothers eyes.

theres quite a few things wrong with this actually..

go read chapter 459 again, ao says that the chakra color of danzos arm and eye are the same as shisuis. the reason he had the firsts dna in his arm was so that he could control all those sharingans at once

there is proof that shisui is dead actually. the uchiha clan found his dead body by the river. itachi confessed to killing shisui. danzo has his eye and arm

no... this would refer to uchiha madara having EMS not tobi. we havnt ever seen tobi use EMS. we only have pictures of uchiha madara from when he was alive and well using it
