Tobi prob wants every one dead who has knowledge of inzangi cause in perfect as it was danzo inzangi was still pretty useful its pretty much the most powerful jutsu.

if itachi didnt kill him he wouldnt have gotten his mangekyou so in a way he indirectly gave itachi mangekyou
