Not sure about the first part but obviously she wouldn't enter the basement because she can't use her titan powers if she's underground with a 10 foot ceiling

/e unless you mean Eren's basement? In which case idk... she just kind of took on her own sense of justice I think. She made a point about how she doesn't want to see the rookies/weak be used as just pawns. She wanted them to be seen as humans although I don't think killing all of the high ranking officers/attacking the Recon Corps was the best way of going about to make that point...
