Yes it's improving, as everything that is based around technology development. there are still gaps between studios, and we are far from being done on the improving side with studios like KyoAni constantly pushing the boundary.

if u wanna see fantastic animation..

wasnt as good as 5cm/sec (IMO) but the art was fuarking biuriful

Movie budgets are always nice. Even better if a high budget is put into a tv show.

the use of techonology in anime doesn't make it perfect
go watch the old gundams or ashita no joe to see what an immense ammount of time can do for an anime that specified computer programs cant pop out in a few days
