or what if it was originally in english then gets dubbed japanese, same voice actors? does that change which is better?

There are plenty of really good dubs. Doesn't mean it is better than the original Japanese dub but it can stand on its own and has an amazing cast. There are some anime I prefer to watch dubbed just a personal preference.
