the art style kinda reminds me of lupin the third, especially the facial expressions.

Exactly from this. Tsukasa Hojo get a inspiration from this anime and the autor ! But personaly city hunter got everthing, a amazing soundtrack a perfect humour and a good chara design for this time (creat in 80's).
