Kuroneko is the only one who was bold enough and has valid reasons (I'd assume) to like him. Kyosuke's relationship with Ruri is probably 2nd best to Manami. Thing is Kyosuke has absolutely zero feelings for Manami and treats her simply like a childhood friend.
Kyosuke doesn't deny Ruri's feelings whatsoever, but felt responsible for Kirino more and ofc that took over (which is also why Ruri likes him so much.)

It's been awhile since I last saw the last episodes presented so I maybe forget concrete proof. The only thing going for Kyosuke and Kirino is that Kyosuke will help family regardless and obviously treats Kirino as a sister to heart. Any kind of Plot twist or backstory SHOULDN'T change his mind, but Game Developer or whatnot could make Kyosuke be stupid.

So in my opinion, it'd only make sense for him to be with Ruri, but like you said it'll probably be Kirino x Kyosuke. But Im hoping for more of a neutral / harem ending cuz Kirino isn't in my favor. I like anime blondes, but Kirino gets me a little angry. Her kind of tsundere is =\
