This new TV special tells the two years of Luffy's training with Silvers Rayleigh in Rusukaina Island after the Battle of Marineford, which has never been told in the manga or TV anime. It also features a new villain named Burndy World who is known as "The Destroyer of the World" and has the power of the MoaMoa Fruit (its ability is still unknown). Luffy has to protect Boa Hancock from the new enemy who escaped from the level 6 of Impel Down. He is newly designed by the original creator of the manga, Eiichiro Oda.

Nope, no one should have flashbacks of timeskips
That's why it's skipped

it keeps things mysterious.
new techniques, characters maturing, etc.

i know they showed flashbacks of the time skip in naruto and yu yu hakusho.
not enough to fill up an entire episode, but enough to give you and idea of what went on. (the way it should be imo)

I guess, naruto is a bad example since they ABUSE the shit out of flashbacks when ever something tangent comes along

Luckily Funimation and Crunchyroll are streaming it so won't don't have to wait months for fan translations

Can't wait to watch it the animation looks awesome if only the series looked half as good.

edit: around 2 hours left

Also why couldn't the anime use this as filler....it so badly needs filler to get better pacing come on Toei

To give good flashback material that would otherwise look ordinary shown in sequence.
