Like anything he believes is real/possible actually happens? Or if he wants something it just appears. Kind of like Haruhi suzumiya. Actually very similar to her, just not her, lol. I don't know exactly how to explain it but you should understand what I mean.

does the character have to create the situation artificially? or is something like death note fine where he can make plans and they come to fruition?

zero? for a manga i think
though its pretty loaded with drama/action/romance.
Depending on your feeling of empathy this could be a great read.

ehh something like deathnote/codegeass should be fine.

I didn't care for it too much.

I really liked the concept of chaos:head. I'm really looking for something like this; just with the ability to do things other than create weapons.
