why is gundam wing not on there

While Berserk/E7/DTB/Death Note/Elfen Lied/etc OSTs were good, they were all MASSIVELY overused and overplayed in the series.
FUCK overplayed music.

Examples of good ones:

Devilman
REDLINE
Mononoke

The E7 soundtrack is absolutely amazing. As far as the OST's are concerned though, this one is definitely the best:

Eureka 7, Ghost in the shell, Fullmetal Alchemist, Kara no Kyoukai, Madoka, Angel beats, and Noir all have absolutely phenomenal OSTs.

Edit2: I need to add Gundam 00 to that list because of Rie Tanaka's OSTs.
