Nice question. I can't help you but I am interested in an answer as well.
But I think if its not Japanese or Korean its gonna be hard. There are quite a few fansub groups for Korean variety and K-Pop content as well as Japanese variety and J-Pop as well as anime.
If its one of those languages you could try asking around in those fan sub groups and offer money. But tbh I'm not sure if you're gonna have a lot of success with that, they are usually busy enough translating current stuff.
For real professional work you obviously have to hire a translator. But they will need to watch the movie and translate it, so probably like 4-5 hours minimum of work.
Then you'll need a typesetter (I think thats how they're called) to put the subtitles into where they belong. This could be hard to do depending on their grasp of the language, so probably also like 4-5 hours.
For professional work you have to except professional rates, so maybe 20 $ per hour? Quick maths and that will come out to 200 $. Not sure if thats what I would consider cheap anymore.
If you have the dialogue of the movie in plain text already it could save quite a bit of time and money (even better with timestamps)

yeah, have to find someone who knows chinese and can translate it to swedish, going to be hard finding anyone willing to do the fansub,

so far i've seen people taking 120-200 dollar, for an 2 hour long movie

If you are a student you could ask around at the University, particularly chinese exchange students or people studying chinese. Students are usually strapped for cash and willing to work for less.
Quality would suffer for sure though

You know the minimum wage there is $20/hour, right? Even the US your average translator (which means Spanish to English for 90% of them) make $30/hour, you’re not even in the same fucking ballpark.

As was already mentioned, finding a student strapped for cash would be your best bet. Offer them $50-$100 and hope for the best, otherwise you’ll be paying 75/hour+ for a proper service

I'd probably check out some freelance job websites like TaskRabbit. Might find people who will do it for very low prices. Ymmv.
