I don't think I've ever seen a critic give a positive rating, and it be labeled as rotten, or vice-versa... I don't have a direct link at the moment but there was a critic taking about how his positive review was listed as rotten which prompted me to look more into rt. RT isn't really secretive about how the site works, they just aren't really super open about it either.
A critic CAN pull quotes he wants prioritized on RT and he CAN rate it fresh or rotten if he wants, but if he doesn't care and just submits his review then apparently a RT staff member does it for them, designating fresh or rotten based on percentage of key words (imo claiming none of it is automated is complete bullshit considering how many reviews there actually are). I personally used to think it was done based off of a scale system but that's completely wrong. Its closer to basically a thumbs up or thumbs down system.
Essentially if a critic decides to... You know.. Criticise a movie, even if they like it their review can be listed as rotten.
