i saw it in the early 2000s. it took place in the early 1900s. it had both white and black gangsters. some sort of a crime movie. maybe prohibition? not sure. there are two scenes i somewhat remember:

black guy is eating at an ice cream shop. the dude at the counter puts almonds on it, and black dude makes the worker eat it. (i think he was worried about poison?)

white dude get in a car. dude from behind tries to garrote him, but he bites the guy's nose to escape it.

anyone know what the movie is?
