It's easy to answer that with the benefit of knowing history: No.
Hitler had invaded Poland years before the movie was released. You can't instigate something that had already blown up into World War. Although America wouldn't officially join the war until 10 months after the movie was released, by that time the American government was already involved in the opposing the Axis and knew that war would be declared soon. If anything, the movie could be soon as a needed wakeup call to Americans. History now paints America going to war as being the right thing to do. Therefore, it's easy to look back and say the film was a positive thing.
The difference in the case of The Interview is that an official military conflict with North Korea is not already inevitable. It is a possibility, but still avoidable. Things are very much unstable.
I would say that The Interview movie is just a few steps shy of making a movie in which the Prophet Mohammed is depicted by an actor. The American Constitution protects the right for its citizens to do that, but it's still a horrible idea because it gives people fuel to hate you.
