Yes it is. You dismiss true detective as another investigation show when it's one case across the span of 8 episodes. Each season will be one story. There's no side cases unless it's for narrative purposes such as a religious hate crime task force that is introduced to investigate another crime that is completely unrelated though may end up being completely related to the case they're looking into.
1 case per episode is a procedural drama.
There are many different types of crime shows.
