Not even, brah. Some action movies stand on their own quite well, without relying on crazy effects to wow the crowd and distract them from a terrible plot and horrible characterization.
Die Hard (original) had a likeable flawed main character with a good realistic back story, it did an amazing job of building tension in every scene. Its action was believable and not too over the top (with the exception of one roof-exploding bungee scene). One particular hostage scene over the walkie talkie was one of the most powerful, dramatic moments I can remember from a classic movie, let alone an action film.
Ip Man is mainly an action movie. The amazing fight choreography doesn't take away from the power and depth of the colonial war takeover theme, and the dramatic way it made you feel for the main character's family.
Here are some other action movies that had great writing and character depth:
-The Rock
-V for Vendetta
-Sha Po Lang (Killzone)
-The Matrix
etc.
Sure, you could tell by the preview of The Expendables that it was going to be another modern piece of garbage. But I completely disagree with your generalization of action movies. Have you seen Die Hard? You should watch it.
