If you want to read for the action (read about lots of blood and organs being sliced, people dying, etc), then yes, book 4 becomes boring. However, in my opinion, it does not waver on GRRM's good writing style. In fact, as far as characterization and well written dialogue is concerned, I would say book 4 is an improvement. I really enjoyed the read, just like the first three. It's book 5 that starts getting on my nerves at a few points, although it was still pretty good, and the action does ramp up quite a bit.

Books 1-3 were originally meant by GRRM to be one novel (called Game of Thrones). When he got to actually writing it, it turned out to be way too long and ended up being 3 books. So the events covered in those 3 books are all sort of 1 unit that finds some settling points as Book 3 winds down. Book 4 starts all over again, setting up a new "plot unit" if you will. The action rises throughout 4 and 5. So it's understandable why it would seem a little slower.

I would say my favorite books, in order, would go 3-5-1-2-4.
