It confirms existence, but it doesn't mean we will ever see anything more from that section of the universe. Just acknowledgement that it exists.

Technically was already introduced. They specifically mentioned wayne tech (biggest division within wayne enterprises) in season 1 of the flash.

They can use bruce wayne if they ever feel inclined to, but they can't use batman.

They just don't want batman and superman to crossover into the tv universe. I guess they think it will taint their product. Closest we can see is supergirl, there's words in the contracts that allow any dc characters to crossover into any dc medium, regardless of the network (except for batman and superman)

I'm not sure how the contracts work, but Superman has been in Supergirl...however briefly.
