Players are suppose to immediately show their hand once going all-in and the table has called. It was a pretty dumb scene tbh, seems like they could have cut to scene mid-game and he could have asked people what they had and then forced them all-in knowing he had a better hand. That would have made sense.
Killgraves often does things semi-legitimately.
The point was, he wanted them to go all in no matter what. He can't control what cards he has, thus the only way for him to win the money (semi-legitimately), was for them to go all in.
Whether you can or cannot fold after going all in, doesn't really matter in this situation.
