Could be, I always considered Tywin Lannister as the most powerful man in the realm (and #2 when Robert Baratheon still lived), not that little bitch Joffrey. I almost feel if Tywin really wanted him dead he wouldn't need to poison him.

It might also have been Margaret, with the help of her mother I would guess. So the Lanisters would be on their back and all blame each other ( blaming Tyrion ) and that's where the new guy from S4 would come out and kill a couple of them.
