It is relevant. If the police captain can go outside his role why can't the mayor or ada go outside theirs and take an increased role in the police department?
Point is that they have enough of a connection without forcing it to be lance, lance just makes it 'easier' (but even then it made a lot more sense when he was a detective).

Got to love this debate... all in all, Captain Lance is a character because of his history with Oliver and he knows his daughters are vigilantes, it has NOTHING to do with Police presence or role
in the show... he just happens to be an Officer of the Law, and this leads to a better story for him being in bed with Damian Dark and what can further evolve in the story.
I still say it is Felicity, it would make a massive impact, just like season 1 of Game of Thrones when one of the main actors got his head cut off.
