When it was made it probably wasn't, but with the crossover into Arrow, that changed.
Turns out the show heads are calling it canon. So the constantine show did exist in the arrowverse. They'll probably not address what happened in constantine though, they called it a one and done. But given the popularity of the character, we may possibly see more.
There's also talks about how supergirl could exist in the arrowverse, but through the multiverse which we'll be exploring further on flash and arrow with the introduction of the legends of tomorrow story arcs. I've seen info going back and forth, so nothing really confirmed there.
Also, Fox's upcoming tv show is based on the DC comics Lucifer, which also exists in the DC universe, under the vertigo universe. Though as a godlike being, he sort of exists outside of the multiverse.
Stephen Armell that plays the arrow, said that DC comics retains control of the characters enough that they could crossover into any network if they wanted them to.
We also have the upcoming Titans on TNT as well.
