.......pretty goddamn similar to me. Like I said, yes there are major differences within the comic vs movie, but the plot is relatively the same.
Good job using wikipedia. That is not the plot of the movie, it is the plot of the trailers written to give people a basic idea of what is happening without spoiling the actual plot of the movie.
The plot of the movie can be best described by an actual conversation that took place in the movie by Capt and Tony.

The movie us not about the oversight in any way, that is a plot device used to start the story off, not the actual plot. The plot is actually about the winter soldier, and captain america trying to save him despite being against his own team(previously set up by said plot device).
If weren't for the actual plot of the movie our heroes would have been able to sit down and discuss the oversight committee rationally.
The comic plot is so all over the fucking place it isn't even worth trying to explain to you.
