We only see the obvious choice... Oliver has a different mindset and goes against this logic based on principles and ethics etc for him.
Personally, I think it makes a better story... if he did those things, it would be boring as fudge, he won't become the Green Arrow if he
took that role. Other than that... even with that power, he could undoubtedly make the best security syndicate for the entire world.
