Negan states time and time again that people are resources, he's not bent on exterminating communities, this is all happening because of Rick. What happened at the dump was contrary to Negan's desires and a result, once again, of the instability Rick has created that is causing Negan to lose control over his own commanders.
Let's look at it in another way, to which group would you rather be a prisoner to in this situation, Rick's or Negan's? I think it's pretty obvious given what we've seen of how Negan treats his captured vs how Maggie has been with hers, if it weren't for Jesus you'd already be dead if Rick's group got their mitts on you. No matter what, and as long as your name isn't Rick, you're going to have value to the saviors, you'll be worth bending over backwards for, and whether that effort comes in the form of breaking (Daryl) or beneficence (Eugene), either is better than being herded like cattle and periodically executed whenever the head bitch happens to feel cranky.
-'happens because of rick' no it happens because negan fucked up with delegating tasks. It's irrelevant who was responsible, it was also not Rick that fully antagonized the governor, yet you insist it's all Rick that needed to take the blame. The instability? Oppressing people is inherently unstable if you don't have some decisive and huge advantage and face it, negan doesn't. You can blame negan for wanting to have too many slaves, wanting too much of the good life and not sharing enough with those he leans on.
-'Let's look at it in another way, to which group would you rather be a prisoner to in this situation, Rick's or Negan's?' - That's the thing, you'd only be prisoner if you, or those you're with, fuck with Rick and his people. You'd be a prisoner of negan if you desire to be free instead of subjugated by the 'saviors'. So even if your question wasn't a clear cut answer to be Rick (he absorbed the governor's people for example), your question skips over the fact that i wouldn't even become his prisoner as a decent person.
