S2, they were in a farm and got overrun by a zombie horde. Years later, the humans who survived have learned to adapt and live behind big walls. They interact with a zombie horde by sending it in a controlled direction into the Sanctuary. I don't feel like their quantity of zombie interaction has changed, it's just the nature of the interactions that have evolved. But that's just what makes sense. Carl doesn't have to stay in the house anymore, he can casually walk around alone and hack zombies down with a machete. This is what makes sense given the world the series takes place in.
Any group who hasn't figured out how to casually handle zombies wouldn't exist anymore for there to be a show about them. The way it happens is the ONLY way it could be happening.
