i believe it's the original writer who wrote all the saga's up to and including majin buu saga. For the love of the flying spaghettimonster i can't remember his name...

um there are about 2-3 anime that should be watched dubed (dbz is one of them incidentally) so i don't see how you divide that by 99%

saying that dubed has better translations is flat out wrong
subbed has the massive advantage that they don't have to match the translation to the timing of the characters mouths/time they are talking, so they're free to translate it as close to original language as possible
basically you need to find the right subbing groups (with dubed you don't have much choice and most of the voices are terrible, translations variable))

The original creator, Toriyama, is writing and overseeing all of it. There's no announced number of episodes, it will likely continue as long as it is profitable enough to hold it's current broadcast slot. As of now, 5 episodes have been titled, the fifth being Goku's fight with Beerus on King Kai's planet.
