No. The mist's name was kyle. Two different characters. They just happened to use the same actor. There will never be a crossover between the flash and gotham, outside of small mentions like wayne enterprises in the future newspaper on the flash. So it doesn't matter if they reuse actors. They may exist in the same D.C. universe for the comic, they do not exist in the same universe for tv.
