Saviors weren't just quietly chilling in the road camping out for whenever the Alexandrians decided to stop by. They knew that the prime players were headed to Hilltop right then. This is evidenced by them bringing the "example victim" to the road to have him ready.

And Rick's decision to go to Hilltop was sort of "spur of the moment". Maggie started hurting, they got a crew together fairly quickly. There aren't many ways that the Saviors could have known where they were going on such notice and had time to get things ready.
