Aaron said, when he was recruiting Rick, that their greatest resource was people. Well, defending yourself from walkers/other people costs you people, as evidenced by the Wolves attack. Hilltop said that the Saviors were charging them for "protection" (sarcastic use of that term). If they can give Negan resources in exchange for "protection", even if it is essentially being subjugated into slavery, it may be a better deal. It's better to give Negan plants than lose people while having to defend yourself.
If Genghis Khan-like figure could come along, then maybe a political system by which people pay steep resource taxes could put the world back together.
I'm against any form of Communism and wealth distribution.

That would take a couple cranes and waste a lot of gas and manpower but I guess the Apocalypse doesn't stop men from stupid ideas.
