Negan reminds me of Genghis Khan. His whole "brutally kill 1 person in right away in front of the rest to assert your authority" is reminiscent of what Genghis Khan did (except he did it with whole cities rather than individuals).
How did humans originally get to the top of the food chain? It's not as through a bunch of tribes got together and said "hey lets make a democracy!" and boom, Rome was formed. No, thousands of years of brutality and slavery was the cost of creating human civilization. Now they civilization has collapsed, brutality and slavery may be key components of putting it back together. Just as Genghis Khan did in our world, so Negan may do in the TWD universe.
Might it be better for the longterm interest of humanity to be subjugated under a ruler such as Negan? It could be argued that taking the world back is more important than the health and safety of any given person or group. If we are going to retake America and clean it up, Negan's brutality may simply be the price of progress.
