That would be an answer to the question. If that is indeed the case, I feel like the show should mention it at some point to connect the storylines in a coherent way.

Yea, that was one of the possibilities I mentioned when I posed the original question. If that is the case, I again feel like the show should mention that was the connecting link.
When Rick was proposing the preemptive strike, the show made a point to emphasize that our group was attacking an unsuspecting enemy. That was a big part of the morality play that episode explored. If it turns out that the saviors already know about us (from the Dwight/Wolves connection or something else) then I feel like that changes the narrative about that whole situation. It changes what our group can learn, looking back in hindsight at their experiences. That progress is the major theme of the show.
