What group were they from? And were they running from negan? Sounded like it when they kept saying we thought you were one of them

They were running from negan's group because they evidently took something (the insulin probably) and the guy in charge of the search party said "He only wanted to take this so far," "He only wants ass that's willing." so I assume they were also after the two girls for that reason as well. They said they joined up with a community, so they're probably from hilltop as well.
